After receiving the police report (charge sheet), the Magistrate may take cognizance and start the trial, or drop the case if there is no sufficient evidence.
Real-life example
Magistrate reads the charge sheet, applies Section 190. If prima facie case exists, summons accused, frames charges (Section 240/241), then trial proceeds.
